Ivory Coast e-invoicing (FNE): 2026 guide
The FNE (facture normalisée électronique) is an invoice certified by the platform of Côte d’Ivoire’s tax authority (DGI). Since the end of paper standardised invoices (December 2025 for most companies), only FNE invoices allow a business to justify an expense and deduct VAT on purchases. Each FNE carries an electronic sticker (QR code, FNE visual and number) and is issued on the web platform, the mobile app or from software connected through the DGI API.

Key dates
- 9 May 2025: order no. 0337/MFB/DGI sets the rules (2025 finance law annex).
- May–July 2025: registration opens, first certified invoices, official launch on 21 July 2025.
- December 2025: end of paper standardised invoices for real-regime taxpayers (1 December) and micro-enterprises (11 December); February 2026 for sole traders.
- 31 January 2026: platform registration closed (registration is required for the tax compliance certificate).
- 1 September 2026: nationwide DGI inspections start.
- 14 September 2026: API integrations given 45 days to fix their data flows (until late October 2026).
Three ways to issue an FNE
- FNE web platform: manual entry or file import, for low volumes.
- FNE mobile app: for traders and sole traders.
- Software or ERP connected through the API (Odoo, Sage…): tests, then DGI validation before the production key is issued.
Each certified invoice uses an electronic sticker costing 20 CFA francs.
What AI can (and cannot) do
AI never certifies an invoice — only the DGI platform does. It helps around it: reading supplier invoices and checking they carry the FNE elements (QR code, number, supplier tax ID), checking VAT and amounts, matching purchase order, delivery note and invoice, and flagging non-compliant invoices before payment.
Relancia, an Ivorian AI integration company based in Cocody (Abidjan), builds this kind of document control on top of existing ERPs, with human validation. Relancia is not a DGI-approved software vendor.
Informational only, not tax advice. FNE rules change through DGI notices: check fne.dgi.gouv.ci or support.fne@dgi.gouv.ci.

FAQ
What is the FNE in Côte d’Ivoire?
The normalised electronic invoice: an invoice certified by the DGI platform with an electronic sticker (QR code, FNE visual, number). It replaced paper standardised invoices.
Is the FNE mandatory for all companies in Ivory Coast?
Yes, for all sizes and tax regimes (RNI, RSI, RME, sole traders), except operations exempted by law. Paper invoices ended in December 2025 for most companies.
Can Odoo issue FNE invoices?
Yes, through a connector to the DGI API validated in DGI tests, or by issuing FNEs on the platform and attaching them in Odoo. Check the list of approved vendors with the DGI.
Can AI certify invoices?
No. Only the DGI FNE platform certifies. AI can check that received invoices are valid FNEs, verify VAT and match orders, deliveries and invoices.
